Human Resources (HR) plays a vital role in our organization, overseeing the hiring process, new hire onboarding, record maintenance, and payroll processing. Additionally, HR serves as the Civil Service Secretary. Over the past five years, the HR office has adapted to accommodate the immense growth of the Sheriff's Office, jail consolidation, and changes in the job market. A new focus area, Recruiting Services, was established in 2022, leading to our agency gaining national recognition for our recruiting operations and successes.

hr resources - Public Relations Office
HCSO Public Relations personnel promote the daily operations and activities of the Hamilton County Sheriff's Office. Their duties include acting as media liaisons, organizing press conferences, writing press statements, photographing agency events and programs, and fostering partnerships with local businesses, community stakeholders, and government officials.
They also market the HCSO internally and externally by providing positive information to the media and citizens, collaborating with the recruitment team to promote the agency's brand and open positions, managing social media platforms, supporting public safety programs and initiatives, and handling the information release of information during critical incidents.
public relations resources - Accreditation & Standards
The Accreditation and Standards Office ensures our compliance with standards and policies established by accreditation organizations such as the Commission on Accreditation for Law Enforcement Agencies (CALEA) and the Tennessee Corrections Institute (TCI).
Accreditation staff develop and update agency policies, assist with site visits and assessments, and provide guidance and training for best practices. Their role is crucial in promoting accountability and continuous improvement across law enforcement, corrections, and civilian services, which in return contribute to enhanced public trust, transparency, and customer service within accredited law enforcement agencies.

Internal Affairs is responsible for maintaining the highest level of professional conduct within the Hamilton County Sheriff’s Office. The unit performs the function of investigating accusations of Sheriff’s Office employees’ misconduct, use of force incidents, and other complaints directly or indirectly related to their position within the agency. The agency cannot successfully serve the public without maintaining the public's trust. Internal Affairs leads the way to ensure that trust by investigating and finding the truth of what occurred when an employee is accused of misconduct.

- Finance & Purchasing Office
Finance and Purchasing Services plays a critical role in ensuring the financial well-being of the Hamilton County Sheriff’s Office by efficiently managing purchases and optimizing budget allocations. This includes overseeing an annual budget exceeding $60 million. Notably, the Sheriff’s Office successfully consolidated two jail facilities into one in 2020-2021, a move that maximized funding and potentially saved the county millions of dollars. Additionally, strategic initiatives such as implementing historic pay raises, most recently in 2022, have been achieved through innovative strategies such as temporarily freezing certain positions to enhance pay across the board and address vacancies. Furthermore, the Sheriff’s Office has consistently received clean financial audits for several consecutive years, reflecting its commitment to sound fiscal management.
- Information Systems
HCSO Information Services (IS) personnel manage and maintain the agency’s technology infrastructure, including network, hardware, data security and management, system administration, technical support, cyber security, and project management. The IS team has grown from three individuals in 2007 to over a dozen professionals handling complex network operations and software systems development and support.
Their role is vital in ensuring smooth technology-based operations within our agency, supporting personnel, securing data, and driving innovation and efficiency. Together, they play a crucial role in integrating technology into patrol vehicles and beyond.
- Grants
The Hamilton County Sheriff’s Office (HCSO) is dedicated to securing essential funding to support and enhance the agency’s operations across various areas of the HCSO, including law enforcement, corrections, and administration. By actively pursuing federal, state, and local grant opportunities, the program ensures that the Sheriff's Office can implement critical initiatives such as public safety enhancements, technological upgrades, specialized training programs, and play a vital role in identifying, applying for, and managing these funds, which are essential to leading the way and advancing our mission to serve and protect the community effectively.
Over the past several years, we have successfully secured $8 million in grants and have managed over $15 million in funding. These grants have supported a wide range of projects, from equipping deputies with life-saving gear to implementing evidence-based programs in the correctional facilities. The program also focuses on maintaining compliance with all grant requirements, ensuring that every dollar is used efficiently and effectively to meet the needs of the Sheriff's Office
- Facilities & Maintenance
Facilities Maintenance is responsible for the efficient operation and maintenance of all HCSO buildings, 24/7. Our maintenance staff routinely manage and oversee numerous facility-related projects across all HCSO locations. Their areas of responsibilities include preventative maintenance, repair, safety compliance, project management, and daily upkeep. Every day, HCSO Facilities Maintenance personnel contribute positively to our operations by ensuring our buildings operate safely and efficiently, thereby enhancing the quality of life of our employees and the inmates in our custody.

HCSO completes background checks for other law enforcement agencies and for adoption documentation. However, for a more expedited process for adoption, it is recommended to go through the Hamilton County Criminal Court. HCSO only offers fingerprinting for other law enforcement agencies. The following law enforcement agencies offer fingerprinting for the public. Please contact them for their regulations, process, and for appointments.

All Tennessee Open Records Requests should be submitted via email to openrecords@hcsheriff.gov. Once received, the request will be acknowledged within (7) business day in accordance with Tennessee law.
Tennessee Open Records Requests are not for requesting background checks. Any request for information from a member of the media or from a private citizen can be, by law, treated as a Tennessee Open Records Request. Under the Tennessee Open Records Act, once a (TNORR) request has been made, the HCSO has seven (7) working days to respond. Upon such request, normal fees for procurement of information and printing can be charged to the entity or person who requests said information.
The HCSO reserves the right to treat any request from the media as a TNORR . The factors below are examples of when it may be necessary for the HCSO to respond to a media request for information as a Tennessee Open Records Request as opposed to an immediate response from the Public Information Officer:
* The request for information will require extensive review and time to compile information
* The request pertains to personnel records and other HR related issues
* The request will require the printing of information
The request pertains to a closed Investigative Report
Lack of staff availability
The following information requests must be made to the HCSO via the TNORR process:
Requests for personnel records, service time, employment status, or salary
Requests for closed Internal Affairs Investigation Reports
Inmate Records (booking reports, phone/audio conversations and inmate medical records)
The following information requests must be made to the Hamilton County District Attorney:
Requests for dash cam, body cam, or any other type of official video record* *If approved by the HCDA, the information will then be requested from the HCSO IT Division and will be supplied to the DA’s office and ultimately to the requestor.
Accident and Incident Reports may be obtained by contacting our Records Office at 423-209-7111 or can requested and picked up in person at our West Annex located at 6230 Dayton Boulevard.
Please note: Make sure that the report was completed by the Hamilton County Sheriff's Office. There are over seven additional law enforcement agencies with jurisdictional authority in different areas of Hamilton County.
